I want to say that i have the "gotta get my levels" attitude from other jobs. It was difficult to learn spells when I was killing the mob so fast, but had /war and even H2H was killing too fast. I would try to get the mob to less than 25 % then let them hit me till they used a skill. That seemed to get me nowhere since i knew it would be forever for them to build up their own TP to use another skill against me.
As suggested to me that I needed to switch to /mage job and use H2H which would build TP for the mobs faster, do little damage and give me more of a chance to have mob skills used against me.
I would let the mobs use several skills until i noticed the one i wanted to learn then kill them. I started learning spells quickly this way, but can still see the spells I want used several times before obtaining it.

I normally went BLU/WHM and tried to fight EP-T, if the EP was just about to become too weak I just used H2H supposively if the mob uses the move multiple times in one fight it increases your chance of learning, when they were EP-DC I used clubs and DC-T /NIN and on toughs if clubs didn't do much and they were hitting pretty hard I just used swords as /NIN
