This quest will raise fame for Selbina, Bastok, San d'Oria, Rabao, and Jeuno.

It will lower your fame for Norg/Tenshodo.

It will not affect your Windurst fame in any way.

You can get lvl 9 fame with about 25 stacks of Boyhada Moss. This is lvl 9 fame for 5 different cities. It takes 30-45 minutes to get lvl 9 fame if you have the 25 stacks of Boyhada Moss on you and use the macro listed above.

I have used this quest to get lvl 9 fame for all 3 of my mules and had used it long ago to increase my fame for my main. I have never spent more than 600g per Moss and have always made a profit doing this quest.

Here's the tip on how to do so. Buy singles over time. I buy Moss every day from 3-4 AHs at 600g or less. If I can get a stack for 7200g or less I do so as well. This allows me to raise my fame and not lose any gil in the process.
