This is the quickest and safest route that I have found to get to the Hazhalm Testing Grounds. It takes about 7 minutes from leaving Whitegate via runic portal to arriving in Hazhalm using this route.
You will need an Imperial Silver Piece, a Remnants Permit, or Captain rank to re-enter Alzadaal Undersea Ruins.
Leave Whitegate and head to Dvucca Isle Staging Point.
