Howling Moon sucks to say the least, There are three ways to get around it. Highly advise you have a black mage stun when hes around 50% or a Monk that stores its TP% to 300 and uses shoulder tackle. A high lvl bard with dark carol helps too. Heres a link of some setups that have failed and succeeded. I know a planned wipe sounds ridiculous, but remember if you feel that you may not succeed in killing him the first time, pull him away from his spawn point into the mouth of the tunnel (minimum safe RR distance i think) Rio can even use a pet to take initial aggro to that point, even if he dies it will do the job, have everyone do what they can to get him to fire off howling moon. If everyone dies, just reraise and rest to full. Go all out on him with 2 hours, Icarus wings if you need em etc. He won't Howling Moon a second time in the same fight so it's a much safer bet.

Side note: i think the last time we did fenrir, Ik did like 48% of the damage or something ridiculous. His MNK ftw
